Zhaspae/major catalyst

I found this awesome vendor mentioned on a very old webpage https://riftgrate.com/2014/05/28/tip-sp ... aft-marks/:
"Supply Crates are purchased with 6 Master Craftsman’s Marks and 60 Artisan Marks from the <Specialty Crafting Goods> NPC, Zhaspae."
Did Zhaspae get nerfed? I can't find him in TB.

I wanted to find him for a chance at getting a major catalyst. What's the best way to get major catalyst? I can't craft a crift lure for that level anymore. I read somewhere that they drop in hunt rifts. Is that the only other way?

Major Catalysts drop in all the Storm Legion dungeons
Likely just on expert mode, but I haven't had the chance to test farming them yet so they may drop in normal mode too.
I'm quite sure I've had them drop in the level 60 chronicles too, but again, that would need actual testing!
